The Archangel Proctor was a fallen archangel in the Holy Writ of the Church of God Awaiting.
Based on the historical Dr. Elias Proctor, Operation Ark's cybernetics expert, he was painted as the chief lieutenant of the treacherous Shan-wei, responsible for temptation and forbidden knowledge. (OAR)
