Forms of piracy
Piracy often took the form of independent vessels working alone, raiding coastal settlements and lone ships. They could also be state sponsored, such as the Trellheim piracy confederacy, which was in fact subsidized by the League of Corisande.
Lastly, there were privateers, which often made use of retired naval vessels and were issued with letters of marque, allowing them to attack enemy nation shipping, provided that the host nation received a percentage of the goods captured. (OAR, BSRA)
