Port fees were fees, or toils, collected from ship owners and cargo owners to defray the cost of constructing, maintaining, port and navigation facilities, and canals, as well as the cost of providing various services, including piloting, docking, supplying water, handling freight, and arranging services.

However in some nations, these fees were collected as local taxes, with few if any services provided in return. (MTAT)
